Mediation and formal routes
In Singapore HDB flats, a legal advice article says grassroots leaders can mediate, and that the final step is HDB legal action. Confirm with HDB.
In Malaysia, strata disputes can go to the Strata Management Tribunal (TPPS) under the housing ministry, KPKT, created under the Strata Management Act 2013. KPKT states a target of 140 working days per case. Check with your management body and the tribunal.
